Like a trapped animal, Iran is lashing out, executing teenagers in public for “waging war against God” to terrify its restive people, and bombing its neighbors to convince them to push the United States and Israel to end the war.

The United States should communicate directly with Iranians, through leaflet drops and other broadcasting, that not all Iranians will be accused of human rights violations. Only those involved in the killing of dissidents will face fair trials and accountability.
