鉴于，中国新年，又称农历新年或春节，是中国文化中最重要的传统节日之一，标志着农历新年的开始，象征着新生、团结和希望；

鉴于，马年代表着力量、毅力、活力和成功，激励着个人和社区充满信心和决心地向前迈进；

鉴于，米拉马尔市以其丰富的文化多样性而自豪，并认识到尊重那些能够加强相互理解和社区和谐的传统的重要性；鉴于

南佛罗里达华人科学教育文化协会（CASEC）成立于1994年，31年来一直致力于服务社区，促进南佛罗里达地区的文化交流、教育发展和公民参与；

鉴于CASEC的长期贡献丰富了我们地区的社会文化结构，并加强了社区内的跨文化联系；

因此，我，米拉马尔市市长韦恩·M·梅萨姆，谨代表副市长伊薇特·科尔伯恩和市议会，特此祝贺：

中国新年，马年

并赞扬南佛罗里达华人科学教育文化协会（CASEC）31年来对我们社区的杰出服务和贡献。

RECOGNIZING CHINESE NEW YEAR - YEAR OF THE HORSE

February 23, 2026

WHEREAS, Chinese New Year, also known as the Lunar New Year or Spring Festival, is one of the most significant traditional celebrations in Chinese culture, marking the beginning of the lunar calendar year and symbolizing renewal, unity, and hope; and

WHEREAS, the Year of the Horse represents strength, perseverance, energy, and success, inspiring individuals and communities to move forward with confidence and determination; and

WHEREAS, the City of Miramar proudly embraces its rich cultural diversity and recognizes the importance of honoring traditions that strengthen mutual understanding and community harmony; and

WHEREAS, the Chinese Association of Science, Education and Culture of South Florida (CASEC), established in 1994, has provided over 31 years of dedicated community service, promoting cultural exchange, educational advancement, and civic engagement throughout South Florida; and

WHEREAS, CASEC's longstanding commitment has enriched the social and cultural fabric of our region and strengthened cross-cultural connections within our community;

NOW, THEREFORE, I WAYNE M. MESSAM, Mayor of the City of Miramar, on behalf of VICE MAYOR YVETTE COLBOURNE and the City Commission, do hereby recognize and celebrate:

Chinese New Year, the Year of the Horse

and commend the Chinese Association of Science, Education and Culture of South Florida (CASEC) for its more than 31 years of outstanding service and contributions to our community.

晓彦会长今天带我体验了一下阔别已久的紧张感[Shy]，和人生中又一份第一次很美好的经历，感谢晓彦会长创造了今天这样的机会，第一次没啥准备的在如此正式的公众场合说英文（视频还得找官方[Chuckle]。完事了晓彦会长又亲自上台推荐让我代表整个春晚组委会即兴唱了一段，抱歉今天太冷了没有穿的很漂亮[Lol]，第一次受邀参加美利坚市政厅的会议，不知道是啥场面，以为要穿得很低调[Facepalm]，我家太后看了视频说挺好，就是我穿的太丑[Laugh]，以后我注意点形象，争取英文说得越来越流利，向晓彦会长向锋哥小方姐向杨哥向大家学习[GoForIt][GoForIt][GoForIt]

今天副市长一顿猛夸这次春晚[Smart]，（请允许我假装用中国式和官方打交道的社交口吻说一句）我感觉这个领导班子还不错😌[CoolGuy]，（市长先生一不小心暴露了他很摇滚的律动[LetMeSee]），我感觉可以继续keep in touch，continue 一下cooperation[Trick]，各位会长大哥和姐姐们，马年必定更辉煌[Yeah!]
