Proposed amendments shall be circulated to all Member States at least thirty (30) days before being voted on. Such amendments shall be adopted upon approval by a two-thirds majority of the Board of Peace and confirmation by the Chairman. Amendments to Chapters II, III, IV, V, VIII, and X require unanimous approval of the Board of Peace and confirmation by the Chairman.
