<p class="ql-block"><b style="font-size:15px;"><i>（1943年11月22 - 26日，中、美、英三国首脑在埃及开罗召开会议，商议对日作战战略及战后秩序等问题，会后拟定该宣言，12月1日正式公布，苏联后续也表示完全赞同其内容。）</i></b></p> <p class="ql-block"><b style="font-size:15px;"><i>开罗会议期间同盟国首脑合影，左起依次为蒋介石、罗斯福、丘吉尔、宋美龄。 </i></b></p> <p class="ql-block">中华人民共和国外交部公布的《开罗宣言》完整中文版 ：</p><p class="ql-block">罗斯福总统、蒋委员长、丘吉尔首相偕同各该国军事与外交顾问人员，在北非举行会议，业已完毕，兹发表概括之声明如下：</p><p class="ql-block">三国军事方面人员关于今后对日作战计划，已获得一致意见，我三大盟国决心以不松弛之压力从海陆空各方面加诸残暴之敌人，此项压力已经在增长之中。</p><p class="ql-block">我三大盟国此次进行战争之目的，在于制止及惩罚日本之侵略，三国决不为自己图利，亦无拓展领土之意思。</p><p class="ql-block"><b style="font-size:20px;">三国之宗旨，在剥夺日本自从一九一四年第一次世界大战开始后在太平洋上所夺得或占领之一切岛屿；在使日本所窃取于中国之领土，例如东北四省、台湾、澎湖群岛等，归还中国；其他日本以武力或贪欲所攫取之土地，亦务将日本驱逐出境；我三大盟国稔知朝鲜人民所受之奴隶待遇，决定在相当时期，使朝鲜自由与独立。</b></p><p class="ql-block">根据以上所认定之各项目标，并与其他对日作战之联合国目标相一致，我三大盟国将坚忍进行其重大而长期之战争，以获得日本之无条件投降。</p> <p class="ql-block"><b style="font-size:15px;"><i>《开罗宣言》诞生地，埃及开罗米纳饭店</i></b></p> <p class="ql-block">以下是《开罗宣言》英文版完整版：</p><p class="ql-block"> </p><p class="ql-block">Cairo Declaration</p><p class="ql-block"> </p><p class="ql-block">President Roosevelt, Generalissimo Chiang Kai-shek and Prime Minister Churchill, together with their respective military and diplomatic advisers, have completed a conference in North Africa. The following general statement was issued:</p><p class="ql-block"> </p><p class="ql-block">The several military missions have agreed upon future military operations against Japan. The Three Great Allies expressed their resolve to bring unrelenting pressure against their brutal enemies by sea, land, and air. This pressure is already mounting.</p><p class="ql-block"> </p><p class="ql-block">The Three Great Allies are fighting this war to restrain and punish the aggression of Japan. They covet no gain for themselves and have no thought of territorial expansion.</p><p class="ql-block"> </p><p class="ql-block"><b style="font-size:20px;">It is their purpose that Japan shall be stripped of all the islands in the Pacific which she has seized or occupied since the beginning of the first World War in 1914, and that all the territories Japan has stolen from the Chinese, such as Manchuria, Formosa, and the Pescadores, shall be restored to the Republic of China. Japan will also be expelled from all other territories which she has taken by violence and greed. The aforesaid three great powers, mindful of the enslavement of the people of Korea, are determined that in due course Korea shall become free and independent.</b></p><p class="ql-block"> </p><p class="ql-block">With these objects in view the three Allies, in harmony with those of the United Nations at war with Japan, will continue to persevere in the serious and prolonged operations necessary to procure the unconditional surrender of Japan.</p> <p class="ql-block">《开罗宣言》日文版</p><p class="ql-block">カイロ宣言</p><p class="ql-block"> </p><p class="ql-block">ローズヴェルト大統領、蒋介石大元帥及びチャーチル総理大臣は、それぞれ自国の軍事及び外交顧問と共に、北アフリカにおいて会議を終了し、左の一般的声明を発表した。</p><p class="ql-block"> </p><p class="ql-block">各軍事使節は日本に対する将来の軍事行動について一致の見解を得た。</p><p class="ql-block">三大同盟国は、海路・陸路及び空路により、その野蛮な敵国に対して容赦ない圧力を加える決意を表明し、この圧力は既に増大しつつある。</p><p class="ql-block"> </p><p class="ql-block">三大同盟国は、日本の侵略を制止し且つそれを罰するため、今次の戦争を遂行している。これらの同盟国は、自国のために如何なる利得も欲求せず、また領土拡張のいかなる考えも持たない。</p><p class="ql-block"> </p><p class="ql-block"><b>これら同盟国の目的は、1914年の第一次世界大戦開始以後に日本が奪取し又は占領した太平洋における一切の島嶼を日本から剥奪すること、並びに満洲、台湾及び澎湖諸島のように日本が中国から窃取した一切の地域を中国に返還することに在る。日本はまた、暴力及び欲張りにより略取した他の全ての地域から駆逐されなければならない。</b></p><p class="ql-block"><b> </b></p><p class="ql-block"><b>前述の三大国は、朝鮮の人民の奴隷状態に留意し、適切な時期に朝鮮を自由且つ独立なものとする決意を有している。</b></p><p class="ql-block"> </p><p class="ql-block">以上の目的を達成するため、この三大同盟国は、日本と交戦している他の連合国の目標と調和させ、日本の無条件降伏を実現するために必要な重大且つ長期の行動を粘り強く続けていく。</p>
