<p class="ql-block">On the afternoon of July 14, Xiao Chuncai, a villager from Team 10 of Dongsheng, Shuaijun Town, Huarong County, Yueyang, Hunan Province, was chased by two traffic officers from the Fourth Traffic Police Squad of Huarong County to the doorstep of his home for riding a bicycle without a helmet. The officers sprayed him with pepper spray and beat him with batons, resulting in his death on the spot. After the incident, angry villagers surrounded the two officers. By that evening, a large number of police arrived in the village and forcibly took the two officers away.</p>
