<p class="ql-block">Message by UN Secretary-General António Guterres on World Water Day</p><p class="ql-block"><span style="color:rgb(57, 181, 74); font-size:15px;">联合国秘书长安东尼奥·古特雷斯世界水日致辞</span></p><p class="ql-block"> 22 March 2025年3月22日</p> <p class="ql-block"><br></p><p class="ql-block"> <span style="color:rgb(237, 35, 8);">The theme</span> of this year’s World Water Day reminds us of a cold, hard truth: <span style="color:rgb(237, 35, 8);">glacier preservation is essential for security, prosperity, and justice.</span></p><p class="ql-block"><span style="color:rgb(237, 35, 8);"> </span>今年世界水日的<span style="color:rgb(57, 181, 74);">主题</span>提醒我们一个不容回避的严峻事实：<span style="color:rgb(57, 181, 74);">冰川保护关乎安全，关乎繁荣，也关乎正义。</span></p><p class="ql-block"> Glaciers are nature’s vaults, holding a precious resource: nearly 70 per cent of all freshwater on Earth.</p><p class="ql-block"> 冰川是大自然的宝库，储存着宝贵的资源——地球上近70%的淡水。</p><p class="ql-block"> As glaciers melt, they quench the thirst of communities, sustain ecosystems, and support agriculture, industry, and clean energy. But scorching temperatures are draining these vaults at record speed – from the Himalayas to the Andes, from the Alps to the Arctic.</p><p class="ql-block"> 融化的冰川滋润着干渴的社区，维持着生态系统，撑托着农业、工业和清洁能源的发展。然而，从喜马拉雅山到安第斯山，从阿尔卑斯山到北极，灼热的气温正在以创纪录的速度使这些宝库耗竭。</p><p class="ql-block"> Deadly floods are being unleashed, impacting billions of people, in cities and rural areas alike. Low-lying communities and entire countries are facing existential threats, while competition for water and land is aggravating tensions.</p><p class="ql-block"> 释放的洪水吞噬着生命，不分城乡，给数十亿人带来了冲击。低地社区乃至整个国家都面临着生存威胁，对水和土地的争夺又加剧了紧张态势。</p><p class="ql-block"> Glaciers may be shrinking, but we cannot shrink from our responsibilities. </p><p class="ql-block"> 冰川可能正在萎缩，但我们不能逃避责任。</p><p class="ql-block"> <i>The Pact for the Future</i>, agreed by countries last September, commits countries to ambitious action to protect, restore and sustain the world’s glaciers and strengthen community resilience. I have also appointed a Special Envoy on Water to strengthen international cooperation on the sustainable management of freshwater resources.</p><p class="ql-block"> 各国去年9月商定了《未来契约》。它要求采取雄心勃勃的行动，保护、恢复、留住世界各地的冰川，并加强社区的韧性。我还任命了一位水问题特使，夯实淡水资源可持续管理方面的国际合作。</p><p class="ql-block"> Action this year is critical.
