class="ql-block">旧金山会议结束四个月后，《联合国宪章》经中国、法国、苏联、联合王国、美国以及大多数其他签署国批准，联合国于1945年10月24日正式成立。</p> <p class="ql-block">每年的10月24日是联合国日，是《联合国宪章》在1945年生效的周年纪念日。</p><p class="ql-block">一年一度的联合国日，是推广我们的共同议程、重申76年来一直指导着我们的《联合国宪章》宗旨和原则的契机。</p> <p class="ql-block">2025年是联合国成立80周年，离那一年我应邀参加在联合国总部举行的为庆祝联合国成立65周年中华文化艺术展转眼已过去了十五个年头。</p> <p class="ql-block">《联合国宪章》是联合国的创始文件。在1945年的今天，50 个国家的代表聚集在美国旧金山的退伍军人纪念堂，在这五十个国家国旗所组成的半圆形前，逐一在巨大圆桌上放着的《联合国宪章》上签名。</p><p class="ql-block">作为四个发起国之一，中国是第一个在宪章上签字的国家。</p><p class="ql-block">《宪章》被视为国际条约，赋予了联合国独特的国际属性和各项权力，联合国因此可以就各类问题采取行动。《宪章》同时也是一部国际法文书，所有联合国会员国都受其约束。它规定了国际关系中的主要原则，包括国家主权平等以及在国际关系中禁止使用武力等。自1945年成立以来，联合国始终遵循创始文件《宪章》所载的宗旨和原则，从而履行使命，开展工作。</p><p class="ql-block">美国的杜鲁门总统曾发言表示，“你们刚刚签署的这部《联合国宪章》，是一个坚实的构造。于其之上，我们可以建设一个更加美好的世界。历史将会为此向你们致意。有了这部《联合国宪章》，世界便可以开始期待所有受尊敬的人皆可作为自由之人有尊严地生活的那天。”</p> <p class="ql-block">为庆祝联合国日，联合国日前举办了一年一度的联合国日音乐会。每年的音乐会通常由一个会员国承办，承办国都以此为殊荣，力图通过联合国这一真正的世界舞台来弘扬多边主义精神及本国的历史文化传统。</p><p class="ql-block">今年的音乐会由大韩民国常驻代表团主办，主题为“携手重建和平与繁荣”。著名小提琴家安格拉和珍妮弗•春以及女高音申英玉将在大会堂进行现场表演，知名女高音金英美、高阳爱乐乐团、钢琴家杨永宇和韩国女子音乐组合aespa提前录制表演。</p> <p class="ql-block">如今，70多年过去了，联合国仍致力于维护国际和平与安全，为需要帮助的人提供人道主义援助，保护人权，捍卫国际法。与此同时，联合国正在开展1945年成立之初未曾设想过的新工作。联合国制定了2030年可持续发展目标，致力于为所有人实现一个更美好、更可持续的未来。联合国各会员国也同意采取气候行动，限制全球变暖。</p><p
