white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 一、任何社会组织和个人举办幼儿园或校外培训机构，必须经教育行政部门审批许可；凡未经审批许可擅自举办的，均属违法办学行为。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 二、在县外取得办学许可的民办幼儿园和校外培训机构，需要在荔波办学或开展培训的，必须到县教育局申办并取得办学许可证，方可在荔波办学或开展培训，严禁“一证多用”。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> 三、未取得办学许可证的非法机构存在以下弊端：</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> （一）房屋质量、消防安全、环境等存在安全隐患，危及幼儿的身体健康。硬件设施不到位，面积小，活动空间及休息室面积不符合国家卫生要求，易造成传染病的传播。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> （二）无办学存在教师学历不达标、无教师资格证书，保育教育工作不规范。脱离监督管理，教育教学不规范，影响幼儿健康成长。缺乏科学合理的教育理念，“小学化”倾向比较严重，忽略了对幼儿智力的开发、行为习惯的培养，“拔苗助长”式的超前教育，违背了幼儿教育、成长的规律，剥夺了幼儿童年的快乐，更挫伤了幼儿的学习兴趣，影响幼儿身心健康发展。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> （三）凡进入非法幼儿园的学前儿童，不能统一纳入学前教育信息平台管理，困难家庭幼儿资助、营养改善计划等国家相关惠民政策不能享受。</h3><p style="font-family: -webkit-standard; white-space: normal; -webkit-tap-highlight-color: rgba(26, 26, 26, 0.301961); -webkit-text-size-adjust: auto;"> （四）如遇安全问题和利益纠纷，将难以处理解决，自身利益受损。</h3><p style="font-family: -webkit-standard; white-space: normal;
